I did the tutorial in PSP9, but I’m sure it can be made in other versions as well.
This is what we are going to make:

You will need:
PSP
A tube
Super Blade Pro get it here
Preset to Super Blade Pro M_coconutice
Penta.com VTR 2 get it here
Tube and preset here
A font of your own choice, I used Forte
Unzip the preset to your SuperBladePro environments and texture folder
Unzip the tube to at folder of your own choice
Ready? Okay let’s begin
Take this clip with you, so you can see where you are in the tutorial
Step 1.
Open your tube, copy and close the original
Step 2.
Open a new image 500 x 500 flood fill with white
Paste the tube as a new layer
If the tube is to big, then resize it to a proper size, use these settings:

Never ever resize at tube more that 85 % at the time!!
Step 3
Copy your tube layer, close the copy, and make the original layer active.
Adjust Blur Gausian Blur

Step 4
Adjust ad noise

Step 5
Effects Plugin Penta.com VTR 2 with these settings:

Step 6
Adjust sharpen
Step 7
Move the heart down to the bottom of the image
Duplicate this layer
Image flip

Step 8
Make your top layer active
Image resize 85 %
Move the tube a bit down
Effects 3D effects Drop Shadow with these settings:

Merge visible
Step 8
New raster layer
Add some text on this layer, with a font of your liking, I used Forte and these settings:

Then I used Super Blade Pro and M_coconutice on my text.
Move the text to the center of the canvas.

Merge visible
Image ad border

Image ad borders
3 pixels white
Image ad borders
3 pixels #ff9300
Step 10
Select the white border with your magic wand, with these settings

Flood fill the selection with # #f2e875
Adjust add noise same settings as before
Step 11
Selections select all Selections Modify Contract 9

Step 12
Effects 3 D effects Drop shadow, same settings as before

Repeat Drop shadow, but this time with - 2 in Vertical and Horizontal.
Export as a .JPG file
